The 22-year-old centre-back moves to the Velocity Stadium after leaving League One side Wycombe Wanderers.
Burley began his senior career with Championship side Reading after progressing through the academy ranks at the Madjeski Stadium.
A loan spell with Irish side Waterford followed before he joined Wycombe in 2020 making his debut in the Chairboys’ in their FA Cup victory over Exeter City.
Loan spells with Maidenhead United followed and Hungerford Town followed before deciding to sign with City.
Burley said: “I’m really excited to join a club like Oxford City.”
“I spoke to my agent and Ross [Jenkins] and this is a great opportunity for me to get back to playing regular football and enjoying football again.
“Last year I was on loan at Hungerford and played against Oxford City and I noticed that they moved the ball around nicely. So when my agent told me that Oxford were interested I said I’d love to come here and play and show what I’m about.”
Manager Ross Jenkins added: “Andre has great pedigree and has come from a very good club in Wycombe.
“I’ve watched a lot of him and now was the right time to approach him. We’ll be good for his development and he’ll develop us with the way we play. He has some great attributes.”
